A “GREEN ALIBI” FOR RECENT URBAN UPGRADING POLICIES?

With the help of case studies in Paris and Salvador, this paper discusses the dynamic role played by public parks in urban renewal programs. The trend towards homogenization of the design language in contemporary landscaping is seen as a consequence of globalization and of the internationalization of landscape design. As dynamic elements of the urban economy, public parks have become good “alibis” for the implementation of urban policies but their provision tends to increase social segregation. The paper starts out by qualifying the locations where public parks are found in the metropolitan areas of Paris and Salvador. The contrast produced by the location of the new urban parks and their neighboring areas is then assessed by means of a property value analysis. The work demonstrates that the new parks have increased property value differences with both cities.
