The role played by the Brazilian municipalities in public administration has increased substantially over the last ten years. As a result, not only have the municípios assumed new public duties but they have also become responsible for the provision of several goods and services, which were previously offered by higher levels of government. Such re-orientation of public expenditures led to important changes in the municipal budgets and, in accordance with the political goals of some local governments, has also resulted in the development of new forms of citizen participation in urban management. This article discusses these new ways of citizen participation and assesses their potentialities and limitations.
