SOME REMARKS OF THE TERRITORIALITY OF PARTICIPATORY BUDGETING IN BRAZILIAN CITIES

One of the aspects we should pay attention to, but which has been very poorly treated in the academic literature about participatory budgeting is the spatiality of this type of mechanism of popular participation. The importance of the spatial dimension becomes quite clear in a number of circumstances, for instance when one considers the legitimacy of the spatial (more precisely, territorial) units into which a municipality can be divided for the implementation of participatory budgeting. The central questions we should ask regarding this theme are the following: To which extent is territoriality participatory itself? (That is, to which extent did the citizens take part in the establishment of the above mentioned territorial units?) Who defines the territories of popular organisation and participation? On which basis?
