The text shows that the establishment of the FGTS (Workers’ Compensation Fund) managed by the BNH (National Housing Bank) has led to a displacement of the working world to the living world and to a capitalistic socialization of the workforce. It shows how urban planning, particularly the Plano Diretor (Master Plan) is turned into public policy par excellence, with the aim of applying the social function principles of the city and urban property. It proves that both homeownership ideology and urban planning conceal the contradictions and conflicts of urban reality, and that public policies enclose, rather than disclose, the living world reality.
