The public policies aimed at spatial justice are within capitalist rules. However, the capitalist State acknowledges socio-spatial inequalities when it accepts popular occupations of public lands and provides better living conditions according to urban norms, with respect to water, electric energy, mass transportation, public facilities, and a collective means of consumption. This article highlights both the social formalization of land tenure and public policies related to services in favor of the collective well-being, such as possibilities for spatial justice and to the power to fight for the Right to the City. The emphasis on the social formalization of land tenure and on providing an infrastructure of public services reveals the importance of housing for popular urban movements.
