This paper presents the challenges of territorial justice in the city of Rio de Janeiro in the empirical example of the Complexo da Maré, the largest group of slums (favelas) in the Rio de Janeiro metropolis. Considering the deployment of Peacekeeping Police Units in that Complex, we discuss the contradictory relationship between political spaces of war, order and legitimacy. The connection between territorial justice and legal critical geography stands out as the main analytical pillar of the socio-political situation experienced in the Complex. The epistemic view regarding the right to a just city expands towards a decent society, in accordance with the ideas of Avishai Margalit.
