It analyzes the neoliberal paradox of construction and defense of the so-called minimum State and the historical relationship with the Brazilian State, the main financing agent for many large business corporations. It reflects on the perceptions of the minimum State and the planning State and its role in strengthening the private sector, illustrated by meatpacking plants installed in the West of Santa Catarina. These industries emerged in the 1940s and were supported with public money, becoming, from the 1960s onwards, the main pillars of economic support for the region. Public resources were obtained from official banks, with emphasis on millionaire financing via BNDES, which constituted the driving force for the growth and development of these companies. The article is based on bibliography, newspaper articles, magazines, dissertations, theses and judicial proceedings.
