The article discusses the social conflicts generated by implementing PROURB/CE in Redenção between 1997 and 2001. In general terms, the project aimed to promote the planning of Ceará based on a developmental ideal, articulating the dimension of sustainability. Alto de Santa Rita became an area of environmental interest to achieve the goals, and the living population was removed and relocated to a housing development. Compulsory departure promoted resistance to remain in the territory, as it was identified in interviews with residents. In addition to expressing the permanence of a social injustice feeling and highlighting the unilaterality of this action, the affected population is excluded from the territorial planning process.
