Political recognition and social vulnerability of women, youth and children: precariousness and lack of protection from transnational migration in a municipality in Southern Brazil

The project addresses the social vulnerability of international migrants. In the absence of social and qualitative data, and due to the lack of specific public policies aimed at sustaining the lives of the international migrant population, the vulnerability of foreigners in Brazil is considered, especially those with little or no political recognition, such as women, youth, and children. Therefore, the following question is posed: Are the vulnerability experiences of migrant women, youth, and children recognized by public policies in a municipality within the Metropolitan Region of Porto Alegre? This investigation is justified by the need to address the forms of social vulnerability faced by these groups in local contexts, as weak or non-existent specific public policies. The study aims to understand the political recognition and vulnerabilities experienced by transnational migrant women, youth, and children concerning social policies in a municipality of the Metropolitan Region of Porto Alegre, in the state of Rio Grande do Sul. This is an interdisciplinary investigation with a qualitative and exploratory approach, focusing on the processes of social inclusion and public policies for migration. Methodologically, it combines a narrative literature review with document analysis and fieldwork. It is understood that the lack of social protection for transnational migrants reinforces the vulnerability inherent in the migratory process for social groups such as women, youth, and children. There is a low level of adherence to non-specific social policies by migrants. In light of precarious living conditions, there is a clear need to strengthen and expand care networks in the absence of specific social policies.
