Abstract

The present work aims to explain the need to adopt specific mitigating public policies for people affected by dams, in the context of public planning prior to the implementation of large hydroelectric projects. The installation of large plants has raised a series of questions related to the social and environmental costs involved, especially due to population relocation as a result of the plant installation works and the filling of reservoirs. The research, qualitative in nature, uses the ethnographic method, combining bibliographical and documentary research and semi-structured interviews. Public policies aimed at those affected by dams have proven insufficient over time, as they do not consider the sociocultural and economic particularities of these groups. They fail to offer adequate support to the destructuring-restructuring process caused by compulsory displacement and the indirect impacts of dams, such as changing the course of rivers, affecting the local economy. These policies offer solutions that only marginally meet the interests of those affected, highlighting the prevalence of economic aspects over social aspects in the construction of hydroelectric plants in the country. It is concluded that the construction of dams in Brazil faces significant challenges and impacts, such as the Mariana and Brumadinho disasters, revealing gaps in regulation and management. It is urgent to develop effective public policies with strategic planning, an equitable approach and consideration of long-term impacts. Despite persistent difficulties, policies that ensure adequate resettlement, fair compensation and community participation are essential for an effective response and promoting sustainable development.
