Evaluation of the Intermunicipal Solid Waste Management Plan of Southern Bahia Based on Sustainability Indicators

Abstract

This study evaluates the Intermunicipal Integrated Solid Waste Management Plan (PIGIRS) for the Southern Coast ofBahia, based on the application of sustainability indicators. The 

research addresses the gap between formal planning instruments and their effectiveness in regional environmentalmanagement. A mixed-methods approach (qualitative and quantitative) was adopted, grounded in document analysis and the application of indicators proposed in the literature. The results reveal structural weaknesses regarding governance,selective waste collection, and environmental education, despite the institutional advances observed in the plan. Evaluation indices indicated satisfactory performance, with the Attendance Index (IAP) reaching 100.0%, the Quality Index (IQP) 75.4%, the Complexity Index (ICP) 76.0%, and the Implementation Potential Index (IPP) 75.9%, all exceeding the required minimum of 67%.  The study contributes by demonstrating the applicability of indicators as a tool for evaluating public policies, thereby supporting decision-making and the improvement of solid waste management.

  • Éder Pinho Magalhães, Universidade Federal do Sul da Bahia

    Holds a degree in Biological Sciences Teaching from the State University of Santa Cruz (2017). Also holds an Interdisciplinary Bachelor’s degree in Humanities, with an emphasis on State, Society, and Citizen Participation, from the Federal University of Southern Bahia (2019), and a Bachelor’s degree in Public Policy from the same institution (2023). Additionally, holds a degree in Pedagogy from FAVENI (2024).

    Specialist in Teaching Methodology for Biological Sciences from Centro Universitário Leonardo Da Vinci – UNIASSELVI (2020), and in Environmental Consulting and Certification from Faculdade Dom Bosco (2020). Specialist in Urban Planning from the State University of Santa Cruz (2026), and currently pursuing postgraduate studies in Education and Technology at the same institution. Holds a Master’s degree from the Graduate Program in Biosystems (PPGBio-UFSB) and is currently a Ph.D. candidate in the same program, in the field of Biosystems Management and Conservation, with a research focus on the Functioning and Sustainability of Biosystems. Works as a public servant at the Municipality of Itabuna, assigned to the Planning Department. Former administrative member of the Environmental Council of Itabuna (COMAM). Also serves as a high school Biology teacher at Escola Monteiro Lobato in Coaraci, Bahia.   • Wagner de Oliveira Rodrigues, Universidade Estadual de Santa Cruz

    Wagner de Oliveira Rodrigues holds a Ph.D. in Legal and Social Sciences from the Federal Fluminense University (UFF), with an emphasis on socio-environmental, rural, and urban conflicts. He holds a Bachelor’s and a Master’s degree in Law from UNIFLU and is a licensed attorney registered with the Brazilian Bar Association (OAB), Bahia Section.

    He is a state public servant and serves as a Full Professor (Class IV, Level “B”) at the State University of Santa Cruz (UESC), where he is affiliated with the Department of Legal Sciences. In this department, he teaches Agrarian Law, Theory of Procedure, and Civil Procedural Law.

    At UESC, he also coordinates the CNPq Research Group “Hunger for Rights, Agro-environmental Conflicts and Food Justice” and the extension group “Jus Soli: Extension Center for Rural Rights.”

    His academic work spans teaching, research, and extension activities focused on human rights, particularly in areas such as municipal strategic planning, the right to the city, conflicts involving social movements, and debates surrounding the human right to food.

  • Filipe de Oliveira Santana, Universidade Federal do Sul da Bahia

    Holds an Interdisciplinary degree in Natural Sciences and Their Technologies from the Federal University of Southern Bahia (UFSB) (2017) and a degree in Environmental and Sustainability Engineering from the same institution (2022). Specialist in Environmental and Urban Engineering (PGEAU) from UFSB (2025). Currently a Master’s student in Civil and Environmental Engineering (PPGECA), offered jointly by UFSB and the State University of Santa Cruz (UESC).

    Works as a researcher in the field of environmental modeling, with an emphasis on coastal environments. Has experience in geoprocessing, georeferencing, rural and urban environmental regularization, and environmental licensing. Was a founding member of the junior enterprise Ambientar Engenharia Jr. (UFSB).

    Also works in the private sector as an environmental consultant. In the public sector, previously served as an Environmental Engineer at the Secretariat of Agriculture, Environment, and Economic Development in the Municipality of Coaraci, and currently holds a permanent position as an Environmental Engineer in the Department of Environmental Licensing and Inspection (DELFA) at the Municipality of Itabuna.

  • Willian Rodrigues dos Santos, Universidade Federal do Sul da Bahia

    Holds a degree in Environmental and Sanitary Engineering from Centro Universitário UNIFTC Salvador (2021), as a full scholarship recipient of the PROUNI program. Currently a Master’s student in the Graduate Program in Civil and Environmental Engineering (PPGEECA), offered in association between the Federal University of Southern Bahia (UFSB) and the State University of Santa Cruz (UESC).

    Also holds a technical degree in Building Construction from the National Service for Industrial Training (SENAI) (2016), as a full scholarship recipient of the PRONATEC program.

    Previously worked as an intern in Environmental and Sanitary Engineering at the Municipal Secretariat of Environment (SEMMA) in Jandaíra, Bahia (2020), and later as an Environmental Engineer in the same institution (2022–2024).

    Currently serves as a permanent public servant at the Municipality of Itabuna as an Environmental Engineer, assigned to the Secretariat of Agriculture and Environment (SEAGRIMA), working in the Department of Environmental Licensing and Inspection (DELFA).

    Has professional experience in environmental licensing.

  • Milton Ferreira da Silva Junior, Universidade Federal do Sul da Bahia

    Holds a degree in Agronomic Engineering from the Federal Rural University of Pernambuco (1980), a specialization in Environmental Development and Management (a partnership between Gesellschaft für Technische Zusammenarbeit – GTZ, UESC, and CEPLAC, 1992), a Master’s degree in Rural Sociology from the Federal University of Rio Grande do Sul (1989), and a Ph.D. in Education from the Federal University of Bahia (2006).

    From November 1980 to December 1989, worked as a Rural Extension Agent at CEPLAC-Amazonia (Rondônia). Between January 1990 and September 1998, served as a researcher at CEPLAC-CEPEC, Division of Socioeconomics (Bahia).

    From August 1990 to July 2014, held positions as Pro-Rector for Extension, Head Advisor of the Planning Office (ASPLAN) at the State University of Santa Cruz (UESC), and Assistant Professor at UESC, affiliated with the PRODEMA network (Master’s and Ph.D. in Development and Environment).

    Since August 2014, has been a tenured Associate Professor at the Federal University of Southern Bahia (UFSB). Also served as Advisor for Social and Economic Entrepreneurship at the Office of Academic Management (PROGEAC/UFSB) until 2015.

    Has experience in the field of Education, with emphasis on Critical Environmental Education, Public Policy Evaluation, Cartography, and the management of socio-environmental conflicts, as well as in processes of subject formation (ecological, popular entrepreneurial, and anti-racist subjects) and social technological innovation.
