The Sustainability Ladder as a monitoring tool: an application in the municipality of Fortaleza, Ceará

Abstract

The present study aimed to apply an environmental index, called the Sustainability Ladder – SL, in order to assess the evolution of sustainability observed in the municipality of Fortaleza, in the state of Ceará, over the period from 2019 to 2026, in comparison with its first application, which covered the years from 2010 to 2017. The SL methodology encompassed the following stages: definition of the study area, data standardization, calculation of thematic indices and of the Sustainability Ladder itself, and finally, a graphical representation illustrating the results obtained. The index classifies locations into five categories: critical, alert, moderate, acceptable, and ideal. The results indicated that the municipality of Fortaleza remained at the “acceptable” level of development. It was also observed that performance in the environmental, social, and institutional dimensions fell within the “ideal” category, while the economic index showed an “alert” level of performance.
