THE MASTER PLAN OF ERECHIM ON THE PAGES OF THE NEWSPAPER A VOZ DA SERRA

Abstract

This study was financed in part by the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior – Brasil (CAPES) – Finance Code 001, and talk abouts the analysis of the coverage in the newspaper A Voz da Serra about the debates regarding the master plan of the city of Erechim in two periods: the first (1974) in the Zambonatto administration (MDB) and its attempt to build and vote, which was defeated for having a minority in the City Council, and the second (1981) in the Zanella government (Arena), whose plan was approved. The general objective of the research is, therefore, to analyze how the coverage of the newspaper A Voz da Serra occurred during the process of discussion and non-approval (1974) or approval (1981) of the Master Plan of Erechim. They also have the following specific objectives: to analyze the local political scenario during the period in which the debates took place; to discuss the constitution of the newspaper A Voz da Serra and its performance in the city of Erechim; to analyze the speech (or lack thereof) about the process of discussion and approval of the Master Plan of Erechim. The interpretation of the articles indicates that the newspaper positioned itself during the process. In 1974, it gave little emphasis, and in 1981, it made available full pages for full transcription of the laws that make up the Master Plan of Erechim.
